Winston was fighting Reaper and Tracer was fighting Widowmaker, so they're not in the same groups. Where do Reaper and Widowmaker fit then?

Roadhog and Junkrat are the only ones I'm positive of, and that's only because it's as obvious as pairing Genji and Hanzo together.

Most of the characters in Overwatch were never actually in Overwatch. Reaper used to be the Overwatch commander, but he's fighting on the villain side now. Zarya, Lucio, Widowmaker, Symmetra, Zenyatta, D.Va, Junkrat and Roadhog, Mei, Bastion, Hanzo, and Pharah are just random people with loose traces to Overwatch at best. Pharah's mom was an old member though.

There is an explanation. They've fled Australia because Junkrat found a treasure that literally everyone's after. He found the sci-fi equivalent of the one ring.
He's now hopping from country to country robbing banks and committing the heists of a lifetime. Among them the bank in Dorado (you spawn in the blown up vault) and the Queen's jewels in London.
