Not really? If that were the case, then she'd go full ghost like she did when she was desynchronized, but what happens is she just shoots forward. I think it's more like she temporarily is moving in a timestream that's faster than the normal one, so her 10 seconds are our 10 minutes, for example, so time dilation instead of becoming unhinged from time. Simpler answer is she is just going very fast, but that doesn't involve time manipulation and so wouldn't make sense with regards to her other powers.
