Longtime Civ player here (since the original), I really liked Civ5 quite a bit particularly with the 2 expansions, but they really fucked up the War diplomacy stuff in Civ5 royally which killed it for me. It was already bad in vanilla/G&K, in that conquering was just brutally penalizing (happiness penalties were just massive, and happiness was already far too much of a bottleneck), and in the latest incarnations it's borderline impossible to start offensive wars without pissing off the whole world. Not to mention that you can't even raze a city without basically eliminating "diplomacy" as an option in your game forever.
They need to take the series back to its roots and balance it back towards encouraging a sprawl, instead of the focus on building fewer, taller cities.

You can absolutely take over your neighbouring civ early, make some alliances, and wage war on the next person. Dido, also known as Queen Elissa, is semi-mythical in that her name appears in some ancient texts but there's really not much by way of historical record about her (or the origins of Carthage, for that matter) - there are several legends of varying degree of corroboration.
A thing about Carthage is that it didn't seem to have much in the way of stand-out singular leaders, being more of an oligarchical "councils and judges are elected for terms from prominent families" that guided the nation. At the time of the Punic wars, the Barcid family was one of the chief families (Hannibal (Barca) was a member).
For what it's worth, Hannibal was an elected suffete (non-royal chief magistrate, equivalent to a Roman consul if you will) of Carthege for a time after the Punic Wars.
Hannibal makes good sense for a Carthaginian leader. Dido was probably there for being one of the "strongest" cases for a prominent female ruler.
If there could be any other figurehead for Carthage, I'd say Hannibal's father Hamilcar would probably top the list, since he enabled quite a bit of Hannibal's later successes with a lot of power play and strategy of his own.
