I think honestly McCree should be really reworked because he's too specialized and can't do much outside of that really niche situation. That and he feels more defensive than some of the other defense guys.
I'd change McCree so his gun is more powerful, from 70/shot -> 100/shot, but, he reloads one bullet at a time instead of with a speedloader, so when he runs out of bullets, he needs 3-4 seconds to fully reload instead of the half second he does now.
Make his roll slower and take longer, where you could track it well enough, but actually moves him a good distance, good for diving behind cover, instead of just flash stepping 2 feet.

Have you actually played her? Plenty of short range or low HP characters have good escape abilities, plenty of tankier ones can just walk away. In pubs she's not a big threat but once the game releases and people actually start getting to a good level with her, she's going to stomp.

Ults are meant to be powerful. Hers might be able to freeze an entire team, but there are other ult that are actually able to kill multiple members of the enemy team with one use. If you're freezing multiple people with just her gun, they're way too grouped up and deserve it. Actually, if you have multiple people bunched up, why didn't you just kill her? Even if you force her to pop heal/wall, she can't freeze you through them.

Mei needs the health. She's mostly a short range character with no mobility. Drop her to 150/200 HP and she won't stand a chance against the characters she previously countered or in any fight with multiple people. Her ice block gives her 60% of her HP, but it takes up to 4 seconds and makes her completely immobile so you can reposition outside of her range and line up your weapons (or even drop traps on her as someone like Junkrat).

If I had to liken it to anything, it would be that for half the characters in the game, it's like running into a Mcree, except your death gets stretched out over an additional 5-6 seconds.
