It's not "implied", which is why it's under "Possible connections". There's enough circumstantial evidence for it that it's feasible, but no where near confirmed.
Haltmann uses Metal Generals as security guards.
Metal General is seen defending Egg Engines (which is abandoned).
HR-D3 is also encountered defending Egg Engines.
HR-H/E is possibly of the same model line, hence the HR (which could very well stand for Haltmann Robot)
We KNOW Haltmann's been to Rock Star as well, as Holo Defense API 2.0 states that they found the blueprints on a separate planet, and it is very obviously a more advanced version of Pix from Rock Star. So we already know that Haltmann's been in this area of the galaxy before.
Combine that with the fact that HWC needs organic material to power Star Dream, and Shiver Star's desolate state (there is some organic material, but it's quite obviously undergone some sort of catastrophe that reduce the amount of organic material by a lot), and it becomes quite possible they have either visited it and gathered information, or that they were the cause of it's state.
Still though, it's only a possible connection unless someone can provide proof of a robot in Haltmann's employ being used on Shiver Star.

He enters PR and RtDL encased in crystal, and flies off at the end. In KSSU, there's a flashback to him being encased in crystal, he enters the match freely, and he's vaporized at the end.
So it's actually a matter of KSSU being the last time Galacta Knight is fought, and both fights in PR and RtDL occuring earlier in Galacta Knight's timeline.
So the order of PR and RtDL's fights aren't confirmed, but KSSU's is last.

Be warned though that the process of decrypting roms can be a headache.
You'll need the encrypted rom, and a hacked 3DS capable of running decrypt9wip, preferably via Menuhax.
I forget the specifics but you'll run a PC tool to generate a file from the .3DS rom.
Then you put the .3DS rom and that file on the 3DS SD card, and run 3dsdecrypt9's option to specifically decrypt that rom (you don't need to generate xorpads, unless you go and decrypt the rom on your PC instead.)
If you can figure this shit out, you should be good to go. The alternative is sourcing a decrypted rom somewhere.

Just went back through the videos, and though this isn't confirmed, you're right in that it's HEAVILY implied. I got it backwards.

It's very possible that these Clockwork Stars are just constructed similarly or even identically - in fact, this would make sense if they were made by the same people for the same function.
I did recognize those though and it crossed my mind, but it seems to make more sense that it's not the same Nova as the original never required resources to grant a wish, just to be summoned.
Then again, I may just have to put down that both are implied:

We have no idea what the HR stands for. "-H" is the robot form designation, while "-E" is the jet form designation.
The lore comes from Return to Dream Land and Egg Engines.
Haltmann employs Metal Generals, which were used in Egg Engines. Haltmann's also definitely been to Halcandra before, so it's pretty certain they've been there and likely built the place. HR-D3 is also seen defending Egg Engines with Metal General EX, and so it's likely Haltmann built HR-D3.
If there IS a connection between HR-D3 and HR-H/E, then it likely means Haltmann built HR-H/E.
If this is the case, HR very likely stands for "Haltmann Robot".
However, we already know that Haltmann found blueprints for Pix on Rock Star and used them (but not to their full potential), so he may have just found HR-H's blueprints on Shiver Star and continued on with the naming scheme, in which case it stands for nothing.

Also, keep in mind that every Soul Form uses a Purple and Blue attack and the only Villain with that color scheme is Nightmare.
