I don't really think this is a scam, Kickstarters rarely are since it's just plain retarded to think you can intentionally scam on KS unless you're a big name. But even if this has some big names behind it, I do think they are honest about wanting to make this.
I am just not sure if this game will be anything special and I do not like the trend of these big names making Kickstarters without any gameplay to show at all. It'd be fine if they had at least some demo or something of the like to show so that we, the people who are supposed to donate, can see if it's something worth donating to.
But nope. Meanwhile, other, small devs asking for much less money with actual gameplay to show generally gets ignored.

But asking why they need money? Well, theoretically they don't, just like no one else does when making a new product. The problem is that it means you'll have to have a job on the side as well since you can't just live off of air.
So sure, they could make this without any money from others, but then it'd take 10-20 years or some shit like that. And even then you need money for legal matters most likely, licenses for programs and possibly people to hire if it's needed.
But in short, you aint gonna work on shit like this full time unless you got a budget that allows you to do just that. Depending on the scale of the game and the time needed to develop it, the costs will increase. To be honest, 700k isn't technically that much in this case I think, but I can't know for sure since we don't know the full scope of the game.
