Yes and I firmly belief it's the fault of no policy regarding functions for the framework. When everything is such a mess that mod authors should be afraid of including dependencies because it might break the game completely then something is fucked on the frameworks end. It doesn't help that there is no database or map where changes to NPCs, objects or locations are mapped so that people actually know what they can touch and what not. I would have done something years ago if I had a stable base to work with.
