The first delay was obviously because of the PS4 port. The second is more weird but my guess is that they wanted to polish the game and change some mechanics that they thought to be outdated or not good enough, maybe they even changed some things in the story but that's much more doubtful.
As for the PC port, I think they will release as a PS exclusive first and then MAYBE, after one or two years release some kind of Golden, Platinum, FES or whatever version for PC, PS4 and maybe some portable.

I remember seeing at least 5 or 7 Persona threads per day after that first trailer in 2015, with each one getting at least 400 replies. Then after the delay, I barely see one or two threads a day, and most of them don't reach bump limit. It's clear that people are also much less hyped than they were before.

Every Persona game has at least 60-80 hours of length. Add that to the game having graphics that are far better than most(or probably all)games on Vita, having a more open-ended structure than previous titles and probably having massive amounts of cutscenes, and you have a scenario that's a pretty unlikely in any Vita game I have ever played.
I won't even mention the fact that a Vita probably can't render all those NPCs/pedestrians in Tokyo because I don't know how that will really play out in the game.

Both FFXV and P5 will help the JRPG market grow in my opinion. They will probably get a lot of people interested in the genre and will also revive the interest of old fans. Not to mention that if their sales are really good, many Japanese producers will want to try investing in the genre again.

im glad youre being reasonable about this. while it is generally true that the original dub is always better, there are simply some cases where i dont find that to be true. if were sticking to atlus games, dds, persona 3 and 4, and catherine sound way better in english. for other games like danganronpa 2 or nier, i find english voices better than the original. some animes, like death note, cowboy bebop, black lagoon, and code geass all sound better in english too. i dont prescribe to the "just because its the original that makes it automatically better" worldview like most weebs do and am willing to give both a try.

What are the realistic chances off a worldwide release? Last year Atlus USA was dead set on it coming out in 2015 in the west so they must have been a fair way into localization. That's assuming they've had access to scripts. That might not be the case, since Atlus JP and Atlus USA don't seem to communicate very well. I agree with you that the Catherine VA does sound really good, I even said above that's probably the best work that Atlus USA did. I don't know how it sounds in Japanese so I won't talk about that. However, I stand by what I said above about voices being almost always more fitting in the original dub.
I really disagree with you about the dub sounding better in DR, Death Note or Code Geass though. I'd argue that the one in Cowboy bebop is really good because it received special care due to the setting/theme of the anime being clearly western inspired and also because Watanabe is a westaboo. Black Lagoon is another anime that has a western feel, so I can somewhat accept people wanting to watch it in english. However, In Persona you literally live in Japan and go to a japanese school. I would go as far as say that people speaking english in Tokyo hurts my suspension of disbelief.

Also just for the record, my country doesn't produce that much entertainment so I'm pretty used to read subtitles and hear languages that aren't mine. Which makes me more likely to always or almost always want movies, anime or vidya with their original voices, except for some few exceptions where I know that the creators themselves worked on the dub or at least made sure it would be like they intended. Or in cases where the original voices do sound awful and the dub sounds good.
