Essentially yes that was how Mako was supposed to be seen as. It enhanced humans phycical capabilities but for the price of slowly infesting them. That's why Sephiroth is the perfect soldier and couldn't be affected he was injected with it before birth making it part of him. Not to say of course something like that would work the same in real life but that is how the game always told us.
