Yes. There is LITERALLY no important story or character lore connecting DS2 to DS3.
You'll find a few nostalgic items here and there like the FUGS, but it's really not worth it just to understand references in the item descriptions of totally optional weapons.
Skip 3 and wait for Dark Souls 4: Darkerer Souls
It's a great game, play it and form your own opinion about it. Everyone who says otherwise is a memeing faggot. also like every Dark Souls game at release DS3 is full of balacing problems so you might want to wait untill they sort that out.
