I took it as there just being a simplified version of the graphics settings you would find on PC. There's a preset for base PS4, and one for this "NEO". You don't have to develop two different versions of the game for something like that.

Well, the huge performance difference (alongside with the damage control philosophy of the developers, like 24fps silky smooth!), should be a huge disincentive to console gaming.
Plus you should also remember that at this point, consoles are basically like desktop computers, they offer no real new conveniences. They update like a bunch of bitches and there are still hackers, also lots of bugs, like on pc's.
Plus aiming on fps games is the worst, there is nothing worse than a gamepad for that.
If you even have remotely a bit of time, the pc is ten times better. Sure, sometimes you must fix it and troubleshoot, but I can tell you that over the long term, it pays off, especially if you are not a dumbass.
Just buy popular pc parts and you will find out that popular components usually have a ton of information on google, plus fixes. Because I dont buy obscure components I probably reduced my failure rate by 50%.
After configuring my pc, I basically didnt need to bother to trouble shoot it for several years now.

The only reason I care about this is console exclusives like FFXV, and I'd prefer they look as good as possible. The Platinum Demo looked distractingly bad in its current state, and if getting a 4K will make it look and run even a little better, I'll pick one up.
