They can look good in game with some mods if you don't like clay hair, but they can also look great without those mods. That's the point. Sims 4 vanilla sims are the best looking sims in the franchise in my opinion, and the character creator is pretty cool. Too bad the game is still lacking features.

If you want a complete experience out of a sims game I'd go with Sims 2 or Sims 3. Sims 3 is an unoptimized piece of shit though, but it has an open world and a tool that let's you customize everything to your liking.
Sims 4 is like Sims 2.5, but since it's still new it's lacking stuff. You could try Sims 4 right away though, it's fun.

I do this in every game now. A little disappointing that my friends all make super-serious characters still, it would be funnier if we rolled around looking silly.

Faces look fine if you aren't stupid and actually know what you're doing. Most of the NPC faces look good.
