Did we ever figure out who she is? I remember a bunch of speculation back when that first surfaced saying she was related to Shiki or something because of Mr. Mew.

She appears to be a mixture of all of the main characters; wearing a red school uniform and headphones (Neku Sakuraba), while holding a plush similar to that of Shiki's Mr. Mew. Her eyes and posture are also Reminiscent of Rhyme.
Nomura has his hands full at the moment and TWEWY is his favored child. After Kingdom Hearts 3 and FFXV are done being developed he's going to move to TWEWY2.
