KoF13 has one of the largest viable rosters and picking out a clear top tier is difficult. The best character by the way is Ex Iori and Takuma isn't considered nearly as good as Mr Karate. You aren't even mentioning characters like King and Duo Lon who as easily top tier point picks.
A huge portion of the cast are viable, the only position in the game that has a very shallow pool of realistically pickable characters is anchor where you should really be playing Iori, Vice, Kim or Shen, with the possibility of less popular gimmick picks like Ash or Chin.
