What would happen if you have out Brann, then target Brann with this? Would it transform to a 4drop and stop? Or would it go 4drop into 5drop?

It would most likely leave them unchanged. Like in the adventure battle against the Naga. She transformed all minions into minions with +1 mana cost at end of turn, but if Deathwing is on the bored nothing happens to him. He doesn't even get healed.

That's why. The reason the [ID#XXX] is there is because if you get super lucky and transform Brann into another Brann, it still won't be able to find the original Brann as the new one has a different ID, so the same thing will happen again.
