No, it's not that simple at all
You would be talking about a branch of SCE which is a fraction of Sonys size, and each of those has region specific departments
For a game to be given the go ahead they would first need to approach a publisher and reach a mutually agreeable scenario - it has to be profitable for both parties - for example if a brand new game got put on PS+ SCE would have their analytics team see the direct benefit from increased PS+ sign ups and the corresponding publisher would look at cost/publicity ratio or elsewise the opportunity cost and potential lost profits instead gaining a % share from SCE.
It *must* be mutually beneficial to be up.
And this isn't even counting external factors like internal politics, exclusivity deals and the mere length of time the bureaucratic process and cost/gain analysis takes for each game.
Indies are a hell of a lot easier to dump on because no indie would pass down the ability to get enormous publicity and viewership for their dev team/game

They've been getting almost constant negative feedback every single month for the past 2 years and they have not listened one bit. We are not ever getting a non-indie PS4 game from them, they don't care because people have to stay subbed to play online. Xbox only gives away bigger games because they're desperate.
I had a year long subscription to plus that I let lapse back in January. Few weeks ago I bit the bullet & grabbed a 3 month card so I could play through Division online as I had it as a rental. I kind of had my eye on Deadstar since late last year anyway. But otherwise i'm kind of sporadic with my online pay & the IGC game selection has been underwhelming.
That said, holy shit you mentally morose entitled mouth-breathers have unrealistic expectations. It breaks down to $4-6 a month for plus.

Summon night 5 is released in NA and EU gets cucked, that's one of the many reasons why I left. US psn is so much better with more sales and games are always cheaper even when they're not on sale
