In real life, sure, speed really means nothing. Mass makes too much of a difference, and trained combatants don't have a very high difference in speed.
Now, when we enter the realm of impossibility, where a human being can be literally 10 or 100 times faster than another one, speed actually means a fucking lot, because speed also implies strength. Also being capable of finding the weakest spot in an enemy's armor and striking it a few times when said enemy isn't even aware that you're that close is an absurdly high advantage in combat.
Since vidya mostly dwell in fiction, there's nothing wrong with the concept of a speed baseds character.

This is in cultural vacuums. As fictionalized in kung fu movies, the eastern martial arts are moe speed/precisio based than western martial arts, which are strength and stamina based. This is all speculative, though, as there are sure to be strength based martial arts in the east and speed in the west (i.e. fencing)

In RPGs speed generally is useful until you outspeed everything else. Hell it's the best stat in Xenogears because it lets you attack like 3 times before the enemy does. In ARPGs like Dragons Dogma and Souls I'd rather go for strength and make every hit count instead of being a slippery faggot

They're also able to outrun and thus mow down the STRfag if they have ranged weapons as well, so strafing is another tactic.
