It's been in development by a really barebones dev team since 4 years ago. I assume that team has increased in size since, but I don't really know fully. They made it clear that Cyberpunk won't be staffed as much as TW3 was until it's all done. So once Blood and Wine comes, they should kick it into gear. I'd imagine they'd have basic shit down after 4 years though so I'm not too worried.
