Maids are a rather poorly focused, higher utility support class, so there isn't exactly any definitive build for them. Str will help their dagger damage, but Mag is good for healing as well. Though flame shuriken makes Mag the god stat for a maid to have, but that requires getting their shuriken rank up to C to begin with, and most girls shifting into maid will typically start off at a flat E so that can take time to get to.
Honestly the class is just good on its own merit with any stats a character has serving to slightly help their performance. It's hard to go wrong with one unless the character just turns out completely shitty overall.

Chapter 21 isn't bad. It's more or less a puzzle on how to effectively use Dragon Veins to freeze all the enemies for one turn each so you can quickly advance and escape with your whole army. Chapter 22 and on is when you're gonna have a bad time because you're fighting to conquer Hoshido against all the nobles, their retainers, and all their defenses.
