Depends on how ambitious the project is. More than a few games have started out in RPG Maker and had to be remade in something else.
Gamemaker is a bit more versatile, but still very simple.

Only one I can think of is Barkley and that was made in 2k3 which is horribly restrictive.
With scripting, XP and up are enough to make just about anything.

Of the two, you'll probably get more mileage out of gamemaker if you plan on doing anything other than rpgs. But like >>330567141 said, RPG Maker has come a long way.
My advice is to go with Unity, though. It can be hard if you have no programming experience, but I think it's worth it.
