I think it's a literal disease caused by Kickstarter in a way. A mental illness. They're addicted to not working for their money. Once they get it, it takes forever to actually release the games because nobody wants to get off their asses after their pockets are already weighed down with your money. This extends to an eventual release where they realize they'll be held accountable if they're not careful, so they do the absolute bare minimum, which still manages to slip under the limbo bar that is gamers' standards.

By pirating you're able to extend your interests and open your world to things you wouldn't have otherwise risked trying. Honestly forgivable. It actually came out, and didn't cut corners. An indie dev can undershoot the goal timeline a little, it comes with the inexperience. As far as I know, Toby has only worked with hacks before.
The alternative could have been some shit like this, releasing Undertale half finished and then having a DLC episode 2 or something with the rest of the game.
He has the popularity of Undertale full force and still won't milk it. He could easily do an actual Hard Mode DLC expansion or The Gaster Files or even just a fucking fully fledged dating game spinoff if he wanted and people will eat that shit up regardless. But he's done with Undertale,, as far as he said. I can respect that.
Here's hoping he doesn't give in to the temptation to ruin it for the easy cash.
