Well the framerate at which the physics go crazy is 70+, so if you keep your Skyrim capped at 60 no issues will arise. You only have to look at the video to see that higher resolution textures are in use.
Having said that, you're probably not wrong. You just don't understand how games are made. Textures start with a high resolution base, and are then scaled down (as necessary) to hit the target memory footprint. Some textures might be scaled more than others, (some might not be scaled at all) but the take home is that there are high(er) resolution assets that were generated for Dragon's Dogma that were never ultimately used because the target platforms (PS360) could never accommodate them.
It's not a lack of foresight on the part of the developers, it's just that higher resolution content scaled down produces better results than simply creating content at the target resolution from the start. Additionally, you never really know exactly what your budgets are going to be in practice, so shoot higher, because you can always scale down, but scaling UP isn't really possible; you would effectively need to recreate the texture outright.
So sure. No new assets is very likely. Better resolution than consoles. You only need to watch the videos to see that a number of textures are CLEARLY much higher resolution than what was on consoles. Grass ground textures in particular are substantially sharper. So much so that higher output resolution alone can't account for the increase fidelity.

SMAA. It comes in various profiles (low, medium, high, ultra) and tiers (1x, S2x, T2x, 4x) but even the lowest SMAA profile preset is better than any FXAA/TXAA (or whatever nvidia calls it) thus far.
SMAA 1x is the kind you find in injectors but the best post-process AA you can get these days is SMAA T2x.
There are still the "traditional" AA methods like MSAA or SSAA (and various subtypes of these) but IMO they aren't worth the performance hit when a properly implemented SMAA T2x option available in-game.
But if FXAA is all there is in-game, I'd disable it and inject SMAA 1x (Ultra) or just enable MSAA in drivers.
