Not him, but Light's primarily a defensive typing, it's resisted by a shitload of things (while resisting a high number itself). Miko makes the element serviceable for attacking by being fast as fuck (meaning she has the advantage in Dark vs Light matchups) and having good complimentary attack elements.
For someone like Mokou there probably isn't much reason to run Light, unless it either gives her access to a really good attack or type advantage on something that would otherwise counter her.
