Endless Legend is one of the best 4x games to come out in a very long time. Part of why is because it is actually trying to step out of civs shadow and do something different.
UI is great. Easy to use and tells you what you need to know.
Combat is meh. You only give troops general idea on what to do. Half of them fight must be performed by the AI which is pretty dodgy.
The races are awesome. All of them have something unique about them like being unable to declare war in exchange for economic advantages, or disregarding a resource entirely in exchange for doubling down on another.
Base building isn't that complex and the optimal building pattern was pretty goofy looking last I checked, but there are resources, global markets, mercenary markets, et al.

Really? There are many different tactics and several different strategies you can play, and the computer doesn't always play the same either.
It's a game I really like to play in coop mostly because I love coop games and because the AI mostly isn't as stupid as in many other games.

Get New Vegas Ultimate the DLCs do a great job.
TNO is awesome and does a good job mixing old school and modern fps design philosophy.
Talos does the whole audio logs and diary entry dance, so you really have to be into puzzles if you want to get into it or want to engage in the discussion.
KOTOR2 is amazing but the author has been on record saying he hates a lot of bits about the star wars universe. It is great if you want another perspective on the Force and the teachings of the Jedi. If you really want the classic SW experience just go with KOTOR 1.
morrowind has some questionable design decisions for the modern day, such as hit chance in first person. If you work around those edges though you will find a fucking amazing game.

Endless Legend is fantastic. Compared to Civ V there's less factions, but each is much more unique and all of them have their own main quest that unlocks unique tech for them. The quest system in general is great; basically you get stuff to do either through exploration or global events that gets you all sort of rewards. It's also a bit like HoMM3 with its battle system and hero units that can be used in armies, in cities as governors or as spies.
Get the DLC. Guardians adds unique mega units and global quests that are unlocked for everyone when any empire advances to the next age, which provide unique empire wide bonuses or other rewards for the fastest. Shadows adds espionage and a new main faction. I just bought Echoes and Lost Tales and haven't played them myself yet, but they supposedly add more quest types, new music and some new items.

I always say KOTOR2 is the perfect Star Wars game for people who don't like Star Wars. If you want a more bleak world where they question the divide between the light and dark sides of the force pick it up but if you don't want the philosophy want to feel like the hero in one of the movies just play the first one. Both are great games either way. Also if you decided to play 2 don't forget to download the Sith Lords Restored Content Mod, it re-adds most stuff Obsidian wasn't able to finish like cut dialogue or even an entire dungeon. Lost planet 2 is absolutely not a hidden gem and the online is dead. The game is only worth getting if you have 2 or 3 friends to play the co-op with.

If you've played Civ V the same base mechanics mostly apply and the game isn't that hard to pick up. The main quest each faction has is meant to teach you their playstyle and serves as a good introduction. You get objectives that simulate how they should be played and their quests also provide you with rewards that make them even better at what they do.
As for replay value, like I said each faction is more unique compared to others (some techs, core units, plenty of passive abilities like being able to move your city, the race using money instead of food for growth, getting access to spells usable in battles, being able to force peace and alliance on others etc.) but overall there's less factions than in Civ V.

It's mediocre by all means. The dialogue ranges from boring to cringy, with many fuck yous and a "badass" main character. The combat is pretty standard. Not good, not horrible either. The environments are extremely linear, but well designed imo. Buy it only if you are burned out and don't know what to do. If you have other fantasy RPG alternatives they are probably better.
