It did have better combat for an action game, but I found BS1 to play out better in the long run due to being weaker and having less balls to the wall action.
Thats really what BS2 is, its just a very actiony BS1 that loses a lot of its luster because of that in the atmosphere/story department.
Also little sister aspect was fucking horrible in 2. BUT, seeing the world through the little sisters eyes and that whole moment is 10/10.

Honestly you should write for Bethesda. That would be best story in the next game so it can take place on the west coast. A chinese remnant armada arrives and basically starts fucking everyones shit. They speak a different language and have seemingly no interest in any of the settlements or factions, warring with everyone they encounter. As the main quest progresses you discover they're behind that and as a result were (slightly) better prepared then America. Now, 250+ years after the war, run by Chairman who's life is prolonged in some fashion they have reclaimed hegemony in China, began rebuilding and reclaiming tech like NRA/Brotherhood of Steel is trying to do. And who's invasion fleet finally arrives near the start of Fallout 5. Also a Point Lookout style DLC where you travel to Alaska.

Hacking and lockpicking are both totally irrelevant in 4. There is literally not a single important place you cannot access through finding a key/keycard/password.
If you do open a master safe or terminal chances are there is nothing of value at all. Every time I opened a master chest expecting to find something important only to find 20 bullets and some bottle caps. Even with maxed bottlecap and ammo scavenging.

Honestly, when they bought the IP they should have just rebooted the franchise instead of slapping a number on Fallout 3. They just wanted the setting and iconic imagery, and considering the complete genre change and that they've never cared about being consistent with the lore, a reboot would have been much better. A good example would be the movie Inception. The level of depth and consistency in that movie is incredible, but the majority of the people that saw it don't even understand what happened. They purchased the ticket because the movie was exciting and had cool effects. Those people aren't necessarily stupid, they just don't purchase a movie ticket with the same intent.
Video games are the exact same way, but it's such a new and growing business that the snobby critics haven't really grown enough now.
Really, right now, the most knowledgeable video game critics are most often in their mid to late 30's, because those are the people that know the industry the most. They've lived through the development of the industry their entire lives, and they're the only generation that can really say that.
Look at film, however, and there's been a few generations already. It's not just that it's a business, but it's also a bit of an unapologetic one, and it's very young, to boot.

I like the game. It's disappointing, but I like it. I noticed a lot of other fuckups, tiny mistakes, and subtle inconsistencies despite not giving a shit about them one way or the other. They're noticeable.
And yes, there will be people who will nitpick the hell out of the game and say that it's an objectively shitty game because there are machines coin slots and no coins to be found.

I liked New Vegas because there was PLENTY of questan to do, and even the main quest gave you a pretty good tour of the Mojave. So it was easy to go "oh man that looks cool, I should come back to it."
FO4 leaves me hunting for shit to do, and frankly it's why I'm bored. Which is a shame. A lot of the side quests I've found have had a lot of charm to them.

You have a point about complete quality control, that's never easy with games like this, and probably won't be for a long time.
Threads like this explode with people bitching about the initial problem..which then goes on to represent a lot of the other more pertinent underlying problems.
For instance, even though it's a small problem..when I go to scrap a cabinet or set of shelves filled with wooden crates and boxes of files, I only get material from the shelves after scrapping it them. Even something that small is important. I haven't seen the issue brought up here much, but I find it to be deserving of attention.
Just because people don't notice a problem doesn't mean that it isn't important or worth looking into. I'm not making an umbrella generalization for every tiny hiccup in the game, but that one thing in particular is noticeable.

Honestly, it isn't that I haven't had fun with the game. I've enjoyed it. It's just that a lot of these things don't really provide any benefit for me except for the sake of themselves.
I ENJOY the world building, but it just exists for its own sake. It really just feels like you build a bunch of pretty things and then a bunch of people walk around and get mad at you if they don't have enough beds or something. It feels kinda dead. (Even when you have all your followers and vault tec guy)
There's plenty in the world I DO enjoy. And honestly? That's my problem with it. I DO enjoy it. I wanna know more about synth human relations. I wanna explore growing concepts of uncertainty in the BoS, or nick valentine and kellogg's bit. Instead, it just seems like a lot of this becomes a "and now you're done with it!" type deal. A bunch of self-contained stories. Which bothers me, because it really just takes me out of something I'm interested in because I'm told I'm not allowed to be interested in it anymore.
Another minor complaint I have is weapon variety is just piss. I have all the rare weapons I could ever need so now I just need to grind up science + gun nut to get there. Which is honestly a little frustrating because I love the feeling of finding an extra special weapon and gunning down my opposition with it. I had everything I needed really pretty quickly. It's just pipe pistol after pipe pistol and now that I'm high enough level just combat rifles and assault rifles.I've still never found a fat man in New Vegas
Basically, to tl;dr my points - I don't like how I have to try extremely hard to seek out interesting content. Which I know seems like a silly complaint in a post apocalyptic game, but I just would have enjoyed to feel more involved in the world itself rather than just instances.
