In Japan, RPG's get played mainly by 20-30 year olds, so games get made to appeal to the things that demographic likes
In Europe, RPG's get played mainly by 10-20 year olds, and when localized changes are made to the content to ensure an appropriate age rating, and overall content that is suitable to a younger demographic, this isn't so much censorship as it is localization, because it's not just the country and culture that is different, but also the targeted age group.
Grossly oversimplifying localization is what leads to these angry mobs whining about censorship, which is ridiculous mainly due to the sheer ignorance toward the procedure they themselves are trying to censor.

Not every change is "censorship" anon, and until you understand the reasons for a change you cannot make the call that it is in fact censorship.
If it was changed because people complained, that's still not necessarily censorship, meeting customer demand is crucial in any kind of market and you will end up changing things to accommodate the people that buy your shit, this, again, is not censorship.
