There are games with worse combat and the only reason The Witcher 3's combat sticks out is because it's the only mediocre part of the game. It's not great but everything else in the game kinda makes up for it.
I never got bored with the combat in my 100+ hour playthrough, but I guess it's all subjective. I enjoyed it but I can see why others say it's lacking.
