just a warning: computers won't make you draw better. It's considerably harder than paper, even if you got a tablet with integrated monitor. That said, your best bet to start with a cheap wacom style tablet, like a bamboo. If it sucks, you're out of $70. If you suck with a cintiq or surface you're out of $1000 and much more

First of all, there's no such thing as a linear scale of drawing.
Second of all, look up some anatomy tutorials. You've probably heard this before, but breaking down a body into its base shapes can really help you visualize what things look like in a three-dimensional space.
Even tracing things can help, especially if you try to draw the wireframe or skeleton underneath it.

You can totally learn from pictures. Most life drawing will actually tell you to shut one eye when working so that you can get a better idea of how the thing you're studying looks like in a 2D image.

Getting gud at drawing isn't a matter of time or even technical effort, but in understanding how to illustrate more complex and dynamic scenes and objects. I'd say drawing, besides just having developed some dexterity for it, isn't about learning techniques or repetitive drawing, it's primarily about capturing an image you see (from life, 3D or 2D, wherever) or from your imagination and knowing how to decipher/translate those complex forms to reduce them to simple shapes so you lay them out on a canvas.
I could continue making flat angle perspectives, characters with no definition and poses that always keep limbs in positions without a lot of foreshortening and without things layered over one another, never draw below the hips, the only details are in things that are facing the viewer directly, always put hands in a few simple and safe gestures like a balled up fist or worst of all, hiding the hands behind the body or somewhere out of sight just so I don't have to draw them...
Or I could try some new shit and not shy away from things that I might fuck up and have to spend some time drawing and redrawing until I got it right. Like this drawing here that I just did. Ten years ago, that weeb doodle on the left looks just like something I saw a freshman in college toil on for an hour, doing everything I said above. It took me no more than a minute to replicate and then draw the thing on the right in less than half an hour.

When I say that, I'm specifying a difference of just drawing something until you get it and drawing something in a lot of different ways from different perspectives. It doesn't take much to get down how to draw something a certain way from a certain perspective if you do it a couple times, but to really understand the form of something, you should try to draw it from every angle and in many different configurations.
Draw it a bunch of different ways in succession than just one way in repetition and your understanding of its overall form and your ability to draw it (and by association, many other things) will come more naturally to you.
Your hand is one of the most complex human body parts you could draw, and as such is one of the best things to study. Whichever hand you aren't drawing with, look at it, put it in whatever pose, finger-gun, pointing, THE CLAW, horns, thumbs up, middle finger, whatever.

Don't sweat the details, just pay attention to the overall form, the outline of the hand, the fingers, the joints. Draw the hand so many times from many different angles until it's almost like you're looking at slides of a 3D object from many perspectives.
