If so, then the author could have been more clear about it like with eyebrows entrusting Mei with Yuzu. Harumin's relationship with Yuzu hasn't really been explored on Harumin's side, which is why her honest interest in Yuzu still looks ambiguous.

Well in the latest chapter Yuzu says "the person I love who told me she liked my hair color" (Mei) and "my first friend in this school"(Harumin) so it's certainly not ambiguous on Yuzu's part.
I don't think there's anything ambiguous about Harumin either after this chapter but feel free to point it out.

Citrus is about misunderstandings and with a track record like that, I wouldn't be surprised if Harumin thought Yuzu was confessing to her. The current translation isn't too clear about how Yuzu worded it, but I will concede Harumin's entry in the Yuzubowl once Harumin finds out about Mei and is able to congratulate them without a hint of sadness. I'm not desperate for Harumin and Yuzu but I can't rule it out plot-wise since her conversation with Matsuri and Yuzu seemed deceptive and guarded. I didn't read very carefully, but did Harumin have an honest internal monologue about what Yuzu's friendship means to her yet? If so, that will be final nail in the coffin.

I also don't know why exactly YP dropped it either, because the entire point is supposed to be that they're not a traditional scanlation group. Shouldn't it be 'we don't currently have a tl for Bloom into You' rather than 'we're dropping it completely'?

Both translator and raw provider dropped it. The translator's official motivation is because the series got licensed.
It's true that YP is not a "traditional" scanlation group, and that's why Dynasty shouldn't penalize a group that wants to scanlate it in their place, since it doesn't look like YP is picking it back up anytime soon.

Actually, those are the only three I'm working on (along with a secret project that I'm really excited to finish up). I don't think I ever did much for Citrus aside from a few raws and maybe a pastebin tl or two that I'm forgetting. Although others extolled upon Citrus those volumes were such a laborious task to trudge through - I favoured the Matsuri arc the most because her character was fairly interesting. And Sara's storyline was hell to read through "My fate/destiny".
At least, the subsequent volumes shown promise with Mei being receptive to Yuzu and all.
At this point, I am in this and reading for Harumin. I don't know if it is translations or Saburouta, yet Saburouta need to define Harunin sentiments for Yuzu, if she has any without being ambiguous.
Almost 3 weeks and still no translation for the most popular currently published yuri mango.

I don't hate Mei or anything, but it's fun to rib on her a little. Yuzu's been doing all the work and it's like Mei doesn't feel love the same way Yuzu does. Mei's life has been about feeling wanted and accepted which is why she agreed to date Sara so easily and I'd prefer it if Mei grew into herself some more so that she can choose Yuzu, instead of following her.

Those are enough when you're that young. Hell, just being hot is enough. Love is so much simpler for kids. They see someone attractive and that's it. If they also happen to have other qualities - for instance, Mei is at least on the surface a reliable, organized, and strong person - it's just icing on the cake. The fact she's also socially maladjusted and difficult is, in fact, even a further point in her favor for those with a nurturing/rescuing mentality such as Yuzu's.
