So I just binged through this show. I must say that its premise, MC character concept, and yuri are very good. Too bad that it's a mediocre show despite all that.
Nene is a fantastic MC, not only because how /u/ she is. Fun, energetic yet not annoying, happy-go-lucky yet not airheaded, talented in a meaningful way. She doesn't care what people say not because she's too dumb to register, but more in the alpha kind of way (molesting Clarin, stopping her aunt's plans). And her talent in controling a cyborg body is really exciting to see.
The yuri in this is hilarious. While the "fingering to transform" is heavily fanservicey, it manages to stay being funny instead of gross. The substantial romantic attraction going on between Nene and Clarin through out the series also makes it feels satisfying as opposed to, say, Vividred.
Now on to the bad... This show has got a horrible director: action scenes are hilariously slow with unimpressive henshin footage. Low production value hits this show hard (I cringed the most at the chicken bros episode, the fights were just urgh). I'm also angry at the dumb episodic plot that do the setting no justice. Come on, you have such a cool premise (futuristic cyberbunk superheroes fighting evil organization) with such a cool MC (one-of-a-kind motion genius), and you dumb everything down to yet another cute girl doing cute thing anime?
Nene can be a cute, fun, talented, rabid lesbian while actually saving the world in serious missions. She can hack and reveal a minister's corruption instead of cooking at a charity. She can shut down an illegal war-robot factory instead of sewing a dress. She can stop a pirate ship from attacking a luxury cruise instead of running around playing a bus for other people. I get that hero is also those who do small things, but if we're honest about the impact, hotblooded actions and epic scale battles will always win.

The movies are pretty serious, but the original manga is goofy as hell. It has lots of silly stuff going around. The only people that believe that Shirow is some "super serious writer" are the ones that never have read his manga.

She's not a robot, she's a fully cyberized human. The episode with the building on fire confirmed that she can and needs to breathe, although whether she can perceive smells is a good question. The technology sure looks advanced enough that I imagine she can, somehow, even without an organic nose.
