For the last few years Marvelous has been in somewhat of a financial tight spot. First they were essentially scammed by Inafune on another previous multimedia franchise and then their games started having low to warm reception with the audience. In fact, they only have stayed out of the red due their mobile game division bringing the megabucks.
Now, VD is a co-joint project between Kadokawa, Marvelous, At-X and other two companies that I don't know the name, so any new content for the IP needs to be approved by all of them.
So now you have that Takaki's newest project is being put in a hiatus due low interest (and Takaki is one of the most recognizable faces in the company) meaning that now they aren't willing to take any chances with their games, this could mean that Marvelous wariness could extend to VD or in the flip side, they could push for a more aggresive approach to VD (in raw numbers Bhihhkuni did pretty well)
