I think the tipping point was when Minakata posted that Haruki / Isuke hand kissing picture on twitter. I think it was around that time they realized how much people actually liked the shipping in the show and you can clearly see the later chapters upping the character relationship antics.
Why it took two industry veterans so long to realize that is beyond me. Or maybe they were just working under the rules by the magazine and the studio and they needed the fanart response as backup before they can go to their editor and say HEY LETS MAKE THIS GAYER

One of the reasons we got less yuri in the anime is probably because there was only 12 episodes, too short. The following is from those Q&As from the anime:

Adaptations are made starting with nothing and then choosing what to include. Nothing was "removed." Thinking otherwise like this seems to be a very common mentality among passive consumers, but is a very flawed one.
It's definitely fair to say they didn't think it was important to spend the time on those extra details, and sure, shame on them. But interpreting it as deliberately avoiding yuri or "not wanting to be labelled" makes you sound like a colossal moron with a persecution complex when the whole series has obvious yuri couples and anime just isn't made in such a banal way. "No way, that's too lesbian, cut that!"

I'm actually very grateful to Funimation for categorizing it as such, because it is without doubt a "/u/ anime" and for anyone who's looking for yuri in anime it would be a shame to miss it. But between "action series with yuri" and "yuri series with action" it's pretty obvious which AnR is. There are plenty of manga examples of the latter if you want to compare.
And if you were going to take Funimation's category tag as the Word of God on what genre AnR belongs to anyway, then that alone makes the "anime avoided yuri" argument fall squarely on its face.

Why yuri anime are so few and far between, and why the ones we have didn't sell well (plenty of people will just jump in for any given one and say "because it sucked") are beyond me. I don't have all the answers. But you can't look at the low sales of a couple of yuri anime in isolation and write off the entire genre as unpopular. Unpopular among prolific anime producers? Sure, I guess, and again, who knows why.

No one is saying that nobody likes yuri. It's common for writers to go in a slightly different direction from where they were going in the beginning, because characters kind of take on a life of their own. I think it was a manga series with yuri in it to begin with. I also, think that some characters developed a bit differently from the way they were originally slated to be.

Isuke and Haruki had some amusing banters but they wouldnt been seen as couple material by anyone without goggles. Isuke's monologue about pink (which is Isuke's color motif) really suiting Haruki and her line about blue collar workers both happened after the anime started airing and they were clearly meant to show, at minimal, that Isuke was interested in Haruki as more than just a roommate she tolerated. That's way different than the whole Isuke trying to treat Haruki like a gopher and Haruki sarcastically obeying dynamic they had before.
While on the topic of Haruki, I still want to express my utter dismay that she got cheated out of winning the whole thing by Haru's titanium neck.
Everyone else's failures had come as the results of plot induced stupidity and improbable, but still possible coincidences.
Haruki literally had her garrote on a teenage girl's neck with enough strength to lift her, and somehow Haru survived. What explanation was even there for this nonsense. Don't even try to argue about the material makeup of the strings because that shit was thin yet strong enough to pull down the overhead light sets.

If Haru is able to say the words "Haruki-san," then the wire can't be that tight. Afterwords, Haruki says herself that she didn't have it in her to kill anyone, even for her family, hence the backup plan. So I don't think it's unreasonable at all. Hell, it's probably one of the most reasonable things that goes on during the assassination attempts with clear character motivation behind it.

Having all your weight suspended by your neck doesn't kill a person instantly, and as a teenage fluffball with a few metal ribs, Haru probably doesn't weigh much. In the manga I kinda like the part where it became implied that Shiena had a slight interest in Chitaru leading her getting shot by Kirigaya.

The doujin that the OP's image is from has that, funny enough.
Isuke and Haruki did have the best interactions in the manga anyway. Their conversations were funny, their seemingly hostile first meeting quickly turned into a somewhat friendly relationship, and pretty much any attempts at further argument/fights were quickly dispelled because it always became very clear that they shared the same core beliefs deep down.
Also Isuke is a turbobitch and seeing her putting up with someone is amusing enough by itself.
