A menu doesn't have to be a literal card, board, or booklet. It can exist as an abstract concept representing culinary options.

menu is not a modern word, it's been used in literature since the 15th century and even earlier maybe.
Given that literature and taverns in Middle Earth exist for centuries as well, I don't see how an Uruk Hai wouldn't know what a menu is.
