Political instability in KL is directly comparable to earlier seasons, though. After claiming that murdering the sparrows would lead to mass revolt, Cersei proceeds to murder the sparrows and nuke the vatican without any revolts. Did she kill all of the people who would revolt against her? (This was a hyperbolic rhetorical question, as that would mean the entire population of KL could fit inside the sept)
In S2, Joffrey is almost murdered in the streets because the smallfolk are hungry, but eradicating the center of the dominant religion doesn't lead to an uprising? Joffrey actually had Kingsguard, and an army, and the goldcloaks; maybe a little more security than just Qyburn and a zombie.

This is not a video game where they are breaking the "rules" they are doing their best to serve a riveting and consistently paced narrative. It should be a noted success of the show that you spend this much time analyzing and complaining about it in the first place. If it truly was "boring" you wouldn't care.
