Batman is supposed to come off as a somewhat paranoid and mistrusting villain in the movie, even moreso for this movie, the tragedy of metropolis on top of whatever happened to Robin before the events of the movie have made him bitter as noted by Alfred.
It's also interesting that he talks about his parents a lot when he's defending his position of killing Superman but ultimately it's their memory that makes him halt and realize just how shitty he has become.
Also The Flash can time travel, but it's unstable so he can't stay in the present (his past for long), when he disappears a bit of time reverses itself but Bruce retains memories of the conversation, while at the same time you still see other effects of his presence like paper thrown about the room.

To be fair, Batman in this gets a fair amount of runtime but his actions aren't very well-explained. I think Affleck did his damndest with a shitty script and a worse director but in the end he just derps around doing things seemingly at random. Also doing things that would kill people outright unless everyone in the Snyderverse has near-Superman levels of durability.
Meanwhile Black Panther in Civil War didn't have that much to do, his fight scenes were in the open and well lit- something that's always going to be an issue in Batman movies since he works at night and relies on darkness- plus what he does do he does well and makes sense.
His role is small, but it's polished.
