The joke is a bit two-fold in that it is already weird that Krusty would interrupt his liveshow to suddenly make an announcement on air and already seemingly have a map ready for his presentation.
The main crux of the joke is it comes at a point where Krusty is elsewhere when his supposedly "liveshow" is on but is using a rerun because he thinks "No one will be able to tell" only to have an event happen that instantly dates it.
In essence the joke could work with any past event but the Falklands war was the closest and technically "biggest" by means of it's two participants war when that episode came out in 1994.
Part of the "foreignness" can add to it as it would not have been at the forefront of American news which makes it even more funnier that Krusty feels he needs to make a sudden lecture on his kids show
