Season 20 is weird. Supposedly each serial is about bringing back an old enemy, but the Master and the Mara just appeared last season and the Black Guardian is stretched out over three stories where he isn't really the main antagonist of any. So with Resurrection of the Daleks pushed back to season 21, Arc of Infinity is the only real, proper "bringing back an old villain/monster for the 20th anniversary season." And it's shit. The thing Clara, Donna and Rose all have in common is that their 'special' status was actually the result of them doing something important later on that had effects backwards in time, while otherwise being non-supernatural human beings.
Amy is probably the only NuWho companion who had any inherent special property, due to growing up by a crack, and that was only relevant in like 2 episodes.

During Journey's End, Donna got locked in the TARDIS with the hand as the Daleks were about to burn it up. The hand called out to her or some shit, she touched it and formed the Human-Time Lord Metacrisis (Handy 10 and Doctor Donna).
Donna ended up saving all realities from the reality bomb by fucking up Davros' shit, so all the timelines converged on her doing that, it's the reason she was the most important woman in the world and 10 kept meeting her or something.

She was in the right place at the right time to get fused with the Doctor's regeneration energy like some sort of hybrid and save the universe using a mix of human and Time Lord intelligence. Dalek Caan foresaw this and pushed them together even more with his magic time powers, even though it wasn't necessary he did it anyway for some reaosn.
