In SF there are a lot of slightly inclined roads that lead to steeper inclines. I didn't grow up in SF, but in a town about 30 minutes away, and my driveway was flat at the street, but took a very steep hill down into the garage. It's a bit hit or miss, but I've only heard of ~10% of DMV driving tests actually testing drivers on that procedure. Personally I always make sure to put mine in park whenever I'm stepping out of car while leaving it running because it's second nature by now, but some people just leave it in neutral if they think it's a flat surface. If you don't put it in park it on an incline then of course the car is gonna move. Maybe he wasn't thinking about it since it was just a quick hop out of the car or maybe he didn't realize the slope. If it's a really steep slope you should definitely use the emergency break. I had a really sloped driveway so I got used to that.

There is park and there is the emergency parking break. I've been driving 10 years and I only ever used the emergency break on steep inclines. Regular park works just fine everywhere else. Assuming nothing is wrong with your car it will stay in place.
