They built him up from man looking for peace with a cool septon to embracing violence by the end of the episode. Then in this episode they started with The Mountain brutally murdering a sparrow, then basically jumped to the throne room and Tommen outlawed trial by combat. D&D were teasing it super hard and the theory is so popular that there's no way they didn't know what they were doing.
