What he meant by this was that he wanted to take the mask off, possibly to identify him or just in case the mask is also a weapon or explosive. CIA was speaking from a position of power despite his lack of power in the situation, believing that he had captured bane and moving onto the next dilemmas, like figuring out his mask.
