A lot of the power of a queen is her ability to hold respect of the people. It's been stated that cercie is weak shit now because of her nude walk bringing her disgrace. Nah. She can use the faith to her advantage with tommen. Now not only is she a good charitable queen but the faith was already growing with the people (and tommon) so it's better to go along with it herself. This way she's not only all that good shit but also pious pure faith too. Cersei or orlen or any counsel tries to badmouth her to tommon and they can't help but come off as bitter unfaithful sinners.
If it'd gone to battle a lot of people would have died but the survivors would be bitter and angry and eventually there'd be a revolt.
