It was more the other way around. When they unleashed the cyber whatsits on the dead remains, the suit was built around the corpse automatically.
Having said that, the clean skeletons weren't the original concept. Pic related, they were originally thought of as having bits of meat still attached. They probably had to scale it back because pre-watershed.
But I think there is meant to be a certain contradiction in having a shamble of measly organic shit/bones sitting inside a vastly superior piece of cyber technology. After all the original Cybermen didn't just plop their brains into robot bodies, they replaced parts of themselves in a tragically doomed attempt to hold on to a semblance of their original form.
