that's kind of the whole point though, Africans didn't have engineering schools built for them by the western settlers, sure they built some nice roads and electric lines and such, but they also kept natives from getting the education required to operate infrastructure properly, leaving Africa without any "engineering class" to take advantage of the objects they left.
Now most African nations gained their independence about 50 years ago or less, and their economies are steadily growing at higher rates than already industrialized western nations, while also developing more educated classes to operate more complex societies. That's what the whole "developing country" thing means.

This documentary is wonderful for one reason. Not the obvious /pol/ack laugh about lazy niggers but because of the clash of two opposite of civilization in which we are the middle ground.
Africa (congo) is shown as the lazy, corrupted, slow and irresponsible country while China is the productive, pragmatic and very serious part of the documentary... but blaming Congo isn't the point. There is a second level of comprehension.
One hint of this second level is the radio bits in French. Listen to what he says. He knows his people is lazy. He knows they are not thinking of the future and don't want to better themselves or their society, he knows most of congolese are not productive members of the society. And he's fine with it.
What you should ask yourself watching this documentary is "what if they are right ? Why do you need to be always cost effective ? Why do you need to produce always more and more ? Why do you need to work hard all your life and never stops to think about what exactly it's supposed to bring you ?".
Who's unhappy in this documentary ? The congolese are happy. Only the chinese cannot understand them and are close to a nerveous breakdown just because they can't even imagine someone who don't want to succeed. Even more than us, chinese culture is about being useful, being effective so they can't understand someone who wants to lay back and enjoy life.
