They had season after season revolving around good characters with good actors. Ned, Tywin, Stannis, Jamie, The Hound. Then in the background, you had the other characters such as Salsa, Arya, Bran and Danny get their little segments but it was always just filler.
The problem you have now is, all the good characters are dead and the background bits are now the main part of the story. It also doesnt help that D&D ran out of material and are stretching 4 episodes worth of story into 10.

This theory is too good for the show. I think that Jaquen has a soft spot for her, evidence by him helping her out in the first place. I think that they're a strong institution and DO influence the world immeasurably from afar (like the Iron bank) but they're not invincible. I saw one of the "making of" videos, and they've worked out places where they can cut shit out and save a shitload of money and most people won't really notice if they're not looking for it.
e.g., There were way more horses in the earlier seasons, not just with the Dothraki but battles on Westeros featured a lot more cavalry charges and massive rows of extras in costume. After a few seasons they cut back on this for all but a few scenes and it isn't immediatly obvious.
So the honest answer is they could have cast a lot more extra in the background of that scene, but it would have cost more and most viewers won't notice/care
