When someone dies, they become one with the force. This is true for literally anybody in the star wars universe, force sensetive or not. If you are trained to do so, you can use the force to communicate with the living.
There is no rebirth or afterlife in Star Wars, so I don't see why Anikan would be reborn. Especially sense we see his force ghost at the end of 6. How would it make sense that he both, has a force ghost AND is reincarnated?
