Okay, word is the scene they were filming was part of a big battle scene. At the D23 convention they showed a piece of concept art for Dr. Strange (among others) which showed a bunch of cars and debris levitating above a city street, with people jumping between the floating junk. That's probably this scene. As mentioned elsewhere Strange can fly, as can his comrade Mordo (the guy in green) so they are probably jumping to take off and land on one of those floating cars or whatever, and the jumping shot will cut to them taking off.
The guys behind them, with the shit on their eyes, are members of a cult/sect of wizards led by Mads Mikkelsen's character. He's got fucked up eyes in the movie, and apparently so do his followers. His character hasn't been confirmed, but he's mostly likely a minion of Strange's archnemesis, an extra-dimensional godlike being called Dormammu. The eyes probably indicate Dormammu has gotten fed up with his minions and is possessing or mind controlling them directly to try and kill Doctor Strange.
