This was created for the sequels so they could make an excuse for Arnold to return. There is no implication of this at all in the original.

There was another terminator in the first one - the guy that infiltrated the base and shot everyone up.
There is no mention of all of them looking the same in T2, it's just that they happened to catch one like Arnold. You can extrapolate on that and say they all look the same, but since we're dealing in just imagining things, it's possible there are hundreds of other designs in the future.
Terminator 3 fucked it up by heavily implying they were all Arnold, and obviously Salvation made it official. But those are shit, so who cares.
