I've always felt that it represents that the galaxy was once a thriving place with advanced technology and after the rise of the empire they lost everything and had to start over. similar to how after the fall of Rome we fell into a dark ages and had to start over. The same concept is applied to movies like Mad Max or Planet of the Apes.
