Moffat is both way too sensitive to criticism and out of touch so all he hears are the loudest voices. He overcorrects to the loudest recent criticisms whenever making a new series. Series 6 had a heavy convoluted arc, so he did a light arc he called a "soft mystery" and all two parters in favor of the "blockbuster" a week approach. Series 7 was criticised for Clara's lack of character so he made her a major focus of Series 8 and overall that series focused on the two leads character development rather than a heavy arc. Series 8 got the Clara Who complaint and the Doctor is a big meanie whining so Series 9 sidelined her for the most part and focused on the Doctor and softened him up. Think about it, the Ultimate Sanction relies on Rassilon breaking the Time Lock and causing a paradox so big it rips the time vortex and entire universe apart. But time Lock only exists because Doctor used the Moment, and the Doctor only used the Moment cause he knew the High Council and Rassilon were planning, and they only planned it because they knew (because of the Visionary) the Doctor would get, have and use the moment to end the war which would cause a Time Lock.

I'm not fond of the over the top self loathing thing either, but I was a bit more okay with it in Series 8 because that whole series the Doctor was supposed to be struggling to find his feet again after being at war/retirement home on Trenzalore for centuries.

Yeah, pretty much all of this. Rassilon's been shown to be as much of a threat as the fucking Master/Missy but in this episode he got essentially swatted away just a couple minutes into the episode. It was just an instant villain downgrade for me.
All the while they're regenerating other time lords into chocolate logs they'll leave the Doctor alone.
