Mostly it's giving your body a chance to cleanse all of the crap from itself before the event, so you can focus entirely on the pleasure of the experience. It also functions as a semi-spiritual thing if you believe that a unified sexual experience has some sort of spiritual significance.
Even if you don't care about any of that, being well-hydrated before a 30 minute fap is still recommended. You don't really need to fast, as long as you aren't gorging yourself on food beforehand.
It's really all more of a suggestion rather than a guideline. As long as you're starting and finishing at the right time, the other details aren't that important.
